- Split bin/ into:
  - app/ for Haskell source files
  - scripts/ for scripts
- Added bench/ into app/, devops/ into scripts/
- Updated gargantext.cabal and README accordingly

    sendNonblocking threw an error initially. I just do a compromise and
    timeout the normal send (which blocks infinitely sometimes)
